Decision Dynamics, Inc. (DDI) Launches Electronic Lien and Title (ELT) Services in Colorado


Decision Dynamics, Inc. (DDI) now offers Electronic Lien and Title (ELT) services to Colorado lenders through Premier eTitleLien®, a cost-effective, user-friendly, solution for streamlining vehicle titling.

(DDI) proudly announces the company’s availability to serve as an authorized Electronic Lien and Title (ELT) Service Provider for the Colorado Department of Motor Vehicle’s newly launched program. Lender enrollment in Colorado’s ELT program through DDI’s Premier eTitleLien® began earlier this year in anticipation of the program and ELT participants have begun managing their Colorado liens and titles electronically. Premier eTitleLien® is a secure, web-based application which allows lienholders to participate in a state’s ELT program and remain in complete control of their title portfolio. Twenty-four (24) states currently offer ELT programs, with several implementing their programs in the next year. Lienholders are able to manage their vehicle titles electronically and receive an electronic record in lieu of a paper title. With Premier eTitleLien®, companies have access to their electronic titles and the tools needed to streamline the titling process.

The electronic titling program benefits motor vehicle agencies, lienholders, and vehicle owners. Colorado ELT Approval

Colorado ELT launching May 2015


The state of Colorado has provided updated information regarding their upcoming ELT program. According to the Colorado Department of Revenue Division of Motor Vehicles, the state will officially launch their ELT program on May 1, 2015.

There are a few steps to follow when transitioning into Colorado’s ELT program. First, the lienholder or lender will be required to enter into an agreement with one of CO’s approved Service Providers. The option to apply for an “E” number will then become available. Once a lien is notated, the certificate of title record will be stored electronically in the CO ELT system. A participating lienholder or lender will be notified electronically through their Service Provider. With the ELT program, an electronic notification to the lienholder serves the same purpose as receiving a paper title in the mail.

Colorado Legislation Enables ELT


On June 5, 2013 Colorado Governor John Hickenlooper signed HB 1289 into law, giving the Colorado Department of Revenue authority to "allow the electronic transmission of registration, lien, and titling information for motor vehicles." Other changes were made to existing regulations to ensure that the Division of Motor Vehicles would be able to adopt procedures to handle electronic lien and title (ELT) and electronic vehicle registion (EVR) transactions.

The bill also grants authority to the DOR to mandate participation in the ELT program for lenders doing 50 transactions or more per year. Interestingly, the bill specifically words it as "requiring lien and title documents to be filed electronicaly" allowing both typical Electronic Lien and Title transactions as well as title applications (lien notations) to be required as a paperless transaction. The DOR is not compelled to require participation.
