Decision Dynamics, Inc. (DDI) Launches Electronic Lien and Title (ELT) Services in Colorado

Decision Dynamics, Inc. (DDI) now offers Electronic Lien and Title (ELT) services to Colorado lenders through Premier eTitleLien®, a cost-effective, user-friendly, solution for streamlining vehicle titling.

Lexington, SC, July 28, 2015 - Decision Dynamics, Inc. (DDI) proudly announces the company’s availability to serve as an authorized Electronic Lien and Title (ELT) Service Provider for the Colorado Department of Motor Vehicle’s newly launched program. Lender enrollment in Colorado’s ELT program through DDI’s Premier eTitleLien® began earlier this year in anticipation of the program and ELT participants have begun managing their Colorado liens and titles electronically. Ann Gunning, DDI’s Chief Information Officer, says “DDI is excited to offer ELT to lenders in Colorado. The addition of Colorado ELT services to Premier eTitleLien® enhances our titling solutions for both Colorado lenders and financial institutions and dealers across the nation. DDI is especially proud to be part of the stakeholder group that worked in cooperation with the Colorado DMV to ensure features were incorporated in the ELT program to streamline the titling process for dealers, lenders, and county agents.”

Premier eTitleLien® is a secure, web-based application which allows lienholders to participate in a state’s ELT program and remain in complete control of their title portfolio. Twenty-four (24) states currently offer ELT programs, with several implementing their programs in the next year. Lienholders are able to manage their vehicle titles electronically and receive an electronic record in lieu of a paper title. With Premier eTitleLien®, companies have access to their electronic titles and the tools needed to streamline the titling process.

The electronic titling program benefits motor vehicle agencies, lienholders, and vehicle owners. Motor vehicle agencies benefit by providing more timely data exchange, improving data accuracy, and reducing and controlling the use of secure forms. Electronic titling benefits lienholders by reducing mailing costs, reducing physical storage requirements, and deterring the inherent fraud associated with duplicate titles and paper title releases. Vehicle owners benefit by receiving clear titles upon the release of the lien of the electronic title.

Decision Dynamics continues to experience rapid growth due to its quality product offering with value-add features, and its commitment to customer service excellence. Glenn Thames, President and CEO, says, “Premier eTitleLien® has become the ELT product of choice for lenders nationwide. Our pay-per-transaction model without long-term contracts gives lenders the security of knowing that DDI is working for the best interest of the lender.” Premier eTitleLien® also offers training and support at no cost, with 24 hour system availability.

Decision Dynamics (DDI) is a software technology company that provides electronic titling services for lienholders in the United States. DDI now serves over 3,300 lenders throughout the US.

NC Mandatory Mandatory ELT: When, How, and How Much

North Carolina launched a voluntary ELT program on November 1, 2014 with the expectation of the program eventually requiring mandatory participation. According to House Bill 1133 and Senate Bill 407, all individuals and lienholders who finance motor vehicles will be required to participate in the NC ELT program beginning on January 1, 2016. The only exception to the mandatory requirement is for individuals and lienholders who process less than five lien transactions per calendar year.

Once the grace period ends, if a lender conducts five or more transactions annually and does not have an ELT service provider, the title transactions will be rejected by the DMV. If this occurs, the DMV eDS ELT helpdesk will inform the lienholder of the approved service provider list to eliminate any further delays. Please note: there are no financial penalties associated with a DMV title application rejection.

A printed title may be requested for an ELT in the event of a repossession or an owner moving out of the state. All printed paper titles will be sent from the Raleigh DMV office. The North Carolina title and lien recording applications will remain the same and there will be no changes to current state fees.

Enrolling early in the ELT program will help the state handle the large number of anticipated required participants. DDI works with lenders and DMVs in all 50 states and is a certified ELT service provider in the 22 ELT states.  This enables DDI to help make the transition from paper titles to ELT both simple and effective for North Carolina ELT participants.

DDI is proud to be the endorsed Electronic Lien and Title (ELT) vendor by Community Bank Services (CBS) for members of the North Carolina Bankers Association. Colorado ELT launching May 2015

The state of Colorado has provided updated information regarding their upcoming ELT program. According to the Colorado Department of Revenue Division of Motor Vehicles, the state will officially launch their ELT program on May 1, 2015.

There are a few steps to follow when transitioning into Colorado’s ELT program. First, the lienholder or lender will be required to enter into an agreement with one of CO’s approved Service Providers. The option to apply for an “E” number will then become available. Once a lien is notated, the certificate of title record will be stored electronically in the CO ELT system. A participating lienholder or lender will be notified electronically through their Service Provider. With the ELT program, an electronic notification to the lienholder serves the same purpose as receiving a paper title in the mail.

DDI is looking forward to providing ELT services in Colorado through our Premier eTitleLien® application. ELT programs greatly enhance daily vehicle processing for lienholders by saving time, cutting costs, reducing paper, enhancing security and deterring fraud.
