Reminder: Nevada ELT is now Mandatory.


As of October 1st, 2016; participation in Nevada’s ELT Program is now required for any lenders who finance more than 27 vehicles annually. This means that if you need to place a lien on a Nevada title you must sign-up with a 3rd-party vendor that interfaces with NV ELT.

Nevada’s Electronic Lien and Title Program officially launched in September 2015 and was divided into 3 phases.

  • Phase 1: In the first year, lenders are not required by the state to enroll in the ELT Program. Participation is optional and “Paper Titles Only” as a method of business is still available.
  • Phase 2: In year 2, participation is now required for any lender that finances over 27 vehicles in 12 months. This is the current phase.
  • Phase 3: Projected for implementation in the fall of 2017; participation in Nevada ELT will be Mandatory for all lenders.

Colorado ELT Approval

NC Mandatory Mandatory ELT: When, How, and How Much


North Carolina launched a voluntary ELT program on November 1, 2014 with the expectation of the program eventually requiring mandatory participation. According to House Bill 1133 and Senate Bill 407, all individuals and lienholders who finance motor vehicles will be required to participate in the NC ELT program beginning on January 1, 2016. The only exception to the mandatory requirement is for individuals and lienholders who process less than five lien transactions per calendar year.

Once the grace period ends, if a lender conducts five or more transactions annually and does not have an ELT service provider, the title transactions will be rejected by the DMV. If this occurs, the DMV eDS ELT helpdesk will inform the lienholder of the approved service provider list to eliminate any further delays. Please note: there are no financial penalties associated with a DMV title application rejection.

A printed title may be requested for an ELT in the event of a repossession or an owner moving out of the state. All printed paper titles will be sent from the Raleigh DMV office. The North Carolina title and lien recording applications will remain the same and there will be no changes to current state fees.

Enrolling early in the ELT program will help the state handle the large number of anticipated required participants. DDI works with lenders and DMVs in all 50 states and is a certified ELT service provider in the 22 ELT states.  This enables DDI to help make the transition from paper titles to ELT both simple and effective for North Carolina ELT participants.

Colorado ELT launching May 2015


The state of Colorado has provided updated information regarding their upcoming ELT program. According to the Colorado Department of Revenue Division of Motor Vehicles, the state will officially launch their ELT program on May 1, 2015.

There are a few steps to follow when transitioning into Colorado’s ELT program. First, the lienholder or lender will be required to enter into an agreement with one of CO’s approved Service Providers. The option to apply for an “E” number will then become available. Once a lien is notated, the certificate of title record will be stored electronically in the CO ELT system. A participating lienholder or lender will be notified electronically through their Service Provider. With the ELT program, an electronic notification to the lienholder serves the same purpose as receiving a paper title in the mail.
